A partial loss of power at the damaged Fukushima nuclear power plant is affecting the cooling system at three reactors. It is not yet known what caused the problem but there is no immediate threat of radiation.

Italy has accused India of violating a convention on diplomatic immunity. The Italian ambassador was prevented from leaving India after Rome refused to return two marines who are charged with murdering two Indian fishermen.

Prosecutors in the US say there is not enough evidence to charge the Texas couple whose adopted Russian son died in January. Americans were banned from adopting Russian orphans after the death of three-year-old Max Chateau.
